Compliance guards

  • do_not_contact voters (support 25 or less and turnout decile 8+) are never exported. That flag covers only part of the opposition: other opposition voters are not targeted here, but exports do not block them.
  • holdout a deterministic 10% holdout is carved per universe and never appears in contact lists (measurement integrity).
  • Counts above are live from /api/segments/query by quadrant and show contactable voters (holdout and do_not_contact removed), the number an export returns.
